The main purpose of REACH is to promote health and the environment, increase our knowledge of chemicals, improve safety, promote alternative experimental methods, and stimulate innovation by encouraging the use of safer substances to replace high-risk substances.

The REACH regulation provides strong evidence and documentation in imposing comprehensive obligations on chemical producers, formulators, and users in trade and industry, with the aim of improving safety for humans and the environment in the face of adverse effects caused by the use of chemicals. The REACH regulation mainly manages the registration, evaluation, licensing, and restrictions of more than 30000 chemicals and their downstream products such as textiles, light industry, pharmaceuticals, etc. It will replace over 40 existing directives and regulations related to chemicals in the European Union, covering a wide range of areas.

According to the REACH regulation, if an item contains SVHC and the content is greater than 0.1% (w/w), downstream users or consumers must be informed to fulfill the obligation of information transmission; If the item contains SVHC and the content is greater than 0.1% (w/w), and the annual export volume is greater than 1 ton, it must be reported to ECHA; According to the Waste Framework Directive WFD requirements, starting from January 5, 2021, if the SVHC content in an item is greater than 0.1%, a SCIP notification must be made.

On June 25, 2025, the European Chemicals Agency (ECHA) officially announced the latest batch of SVHC lists, so as of now, the number of SVHC has increased to 250.
